Now we can say that ex-Prosecutor General Shef Andriiovych fled the country, because the term of the business trip he wrote for himself has already ended, as have Kravchenko and the official car in which he hastily left the country on the night of September 14. No sign of him. But let's start with this. Who is the acting Prosecutor General, who became Anton Kovalskyi? Before heading the office, he managed the Khmelnytskyi prosecutor's office. The Judicial-Legal Newspaper characterizes the temporary acting official as follows. A 42-year-old career prosecutor who spent most of his professional life specifically in the prosecutor's offices, was born in Vinnytsia, obtained a degree in law, and during his service held various positions from senior investigator and prosecutor to head of structural units and head of a regional prosecutor's office. In 2020, Kovalskyi became the deputy head of the Vinnytsia Regional Prosecutor's Office, and in 2021 headed the Chernivtsi Regional Prosecutor's Office. He remained the head on the side for almost four years. This is the longest stage of his work in the position of head of a regional prosecutor's office.<\/p>\n<\/div>\n

The next stage was the Khmelnytskyi region. On July 1, 2025, Kovalskyi headed the Khmelnytskyi Regional Prosecutor's Office. He held this position until a new appointment in September 2026. His move to the Khmelnytskyi region took place against a backdrop of increased attention to the work of the local prosecutor's office. In previous years, the Khmelnytskyi region found itself at the center of a scandal regarding the processing of disability status by prosecutors. Kovalskyi headed the regional prosecutor's office as early as July 2025, after these events.<\/p>\n<\/div>\n

And now he has headed the General Prosecutor's Office, albeit in the position of Acting. Meaning, for now, we don't know whether a competition for the position of Prosecutor General will be organized, as proposed by anti-corruption activists and some people's deputies, or whether the president will choose someone himself again. But this option, I recall, has not yet had encouraging results. During Volodymyr Zelenskyy's rule, four prosecutors have already changed in Ukraine.<\/p>\n

Ruslan Ryaboshapka, after his resignation in 2020, spent some time engaged in public and expert activities. Currently, he does not hold any government positions in Ukraine and lives with his family in France. He, I recall, was accused of excessive passivity and the lack of promised swift convictions of officials from the time of Petro Poroshenko; in the spring of 2020, the president stated that Ryaboshapka had not shown results. And he, in turn, claimed that his resignation was the result of cleansing the prosecutor's office of power brokers, and that is why they united against him.<\/p>\n

Moving on. Iryna Venediktova has been serving as the Ambassador of Ukraine to Switzerland since November 2022. Also, concurrently, she holds the position of Ambassador of Ukraine to Liechtenstein. She lives and works in Bern. The main scandal associated with her is the mass treason and collaborationism in law enforcement agencies at the beginning of the full-scale invasion. At the same time as Venediktova, the head of the SBU, Ivan Bakanov, also lost his position. Interestingly, by the way, what happened with Bakanov. Zelenskyy justified the decision by stating that hundreds of employees of the prosecutor's office and the SBU remained in the occupied territories and began cooperating with Russia, which cast doubt on the quality of the personnel policy of these leaders.<\/p>\n

Moving on. Andriy Kostin, after being dismissed amid a scandal involving fake disabilities of prosecutors in October 2024, moved into diplomatic work. In April 2025, he was appointed Ambassador of Ukraine to the Netherlands and Permanent Representative of Ukraine to the Organization for the Prohibition of Chemical Weapons. Currently working in The Hague. Other scandals. During his tenure, media scandals arose due to the illegal enrichment of his deputy, Dmytro Verbytskyi, as well as the unobstructed escape abroad of the suspect people's deputy Artem Dmytruk.<\/p>\n

Moving on, friends. Ruslan Kravchenko is not working as an ambassador yet, but he is also not in Ukraine. Kravchenko, the former official, left the state against the backdrop of Operation Carthage. At the beginning of September 2026, NABU and SAP uncovered a large-scale scheme in the Office of the Prosecutor General. According to the investigation, top officials of the OPG under the leadership of Serhiy Krupova, nicknamed "the Chancellor," provided protection for fraudulent call centers for money. Searches were conducted directly in Kravchenko's offices. Upon learning about the searches, he wrote a resignation letter, but before that, he made a demarche by signing a suspicion against NABU Director Semen Kryvonos in the Janus case, which the Prosecutor General's Office subsequently canceled. See how amazing things can be in our state. First, the Prosecutor General signs a suspicion, and then it is anonymously canceled, since no official notification appeared on social media about who canceled this suspicion for Semen Kryvonos. Immediately after this, Kravchenko waived state protection and left Ukraine at night, stating that it was a business trip. In the Office of the President, his actions were called a detachment from reality, and his final dismissal was promptly initiated.<\/p>\n

By the way, Kravchenko is not the first Prosecutor General to flee the country in this manner. The Prosecutor General from the Yanukovych era, Viktor Pshonka, fled Ukraine amid gunfire, a fight, and a storming of the border at the height of the events of the Revolution of Dignity. He, along with the then head of the Ministry of Revenues and Duties, Oleksandr Klymenko, and several guards, arrived at the VIP Terminal of Donetsk Airport. They planned to board a private charter plane to leave the territory of Ukraine. During the document check, they started a fight and tore down turnstiles. Kravchenko left the country less loudly. "He is sick in the head," that is how Ruslan Kravchenko was allegedly characterized in the Office of the President. BBC News Ukraine, having spoken with the president's entourage, wrote that such a characterization of the former prosecutor general was allegedly given at the beginning of his tenure by the Deputy Head of the Office of the President, Oleh Tatarov.<\/p>\n<\/div>\n

Overall, the high-profile news about the young prosecutor general and his entourage greatly upset the president, they say at Bankova. Whether Kravchenko became too frightened due to a possible suspicion or was egged on, this is clearly inappropriate behavior, reasons one of BBC News Ukraine's sources at Bankova. Another adds that what Kravchenko has set up now is simply a double absurdity, complete illogical lawlessness. All this shows that he simply turned out to be a 200% egoist. And this is probably the most unpleasant part of this whole story. Those who saw Kravchenko in recent days say he looked very bad and acted under the influence. All of Kravchenko's statements from abroad are likely aimed at eventually requesting political asylum somewhere.<\/p>\n<\/div>\n

And overall, friends, if we sum up, the problem of the Prosecutor General is not just a problem of Volodymyr Zelenskyy, but of every Ukrainian president who tried to install their trusted person in this important position. For example, Petro Poroshenko changed the Law of Ukraine on the Prosecutor's Office for Yuriy Lutsenko. Before these changes, the law required that the Prosecutor General of Ukraine must have a higher legal education and at least 10 years of work experience in the field of law. Yuriy Lutsenko had a technical education, was an electronic engineering engineer and had experience working as the Minister of Internal Affairs, but did not have a law degree or prosecutorial experience. The official media justification was that the old prosecutorial system was corrupt and stagnant. It was claimed that an outsider, who did not grow up within the system, would be able to change something. Then, still in the Prosecutor General's Office, and not the office, would be able to break old corruption schemes and reform the agency. But observers wrote at the time that after the dismissal of Prosecutor General Viktor Shokin, Poroshenko simply needed a 100% trusted strong political figure at the head of the GPU. At that moment, Lutsenko headed the presidential faction, the Petro Poroshenko Bloc, and was his closest ally. Next, friends, let's talk about new and old prosecutors together with our guest. Martina Bohuslavets, head of the anti-corruption center "Mezha", is with us on a live link. I welcome you and thank you for finding time for us. So, I want to start with the former prosecutor general. As it turns out, Ruslan Kravchenko fled because his business trip term had long since ended. Now we can officially call him a fugitive prosecutor general. And often MPs in their broadcasts said that it would be difficult to return him without a suspicion, because as of now he is abroad simply in the status of a citizen, not an official who fled and abandoned their state. And in your opinion, is there a way to return the fugitive prosecutor general?<\/p>\n<\/div>\n

Unfortunately, everything is correct. Currently, the Prosecutor General is in the status of a fugitive, simply and in addition with a stolen official car. But I think that soon it may get even worse. The fact is that I think that in the near future Kravchenko will receive and will have the official status of a political refugee. And then returning him to Ukraine will be almost impossible. We assess in the public anti-corruption environment that this political asylum for Kravchenko was played along with, helped in the fact that he requested it by his own wish. I will explain why. The thing is that few people paid attention to the publication of Volodymyr Zelensky's post; specifically the last one, when it was already clear that Kravchenko had fled, Zelensky wrote that if Kravchenko considers this political pressure on him, let him consider it so. This post was written, in our opinion, not for no reason. Imagine, the president of a warring country writes in his own words, simply in black and white, on his official social media pages, let Kravchenko consider this political pressure. This was done so that a screenshot of this [post by] Volodymyr Zelensky could be used by Kravchenko when asking [for asylum] in some very non-poor and very wealthy European country. For example, such as Vienna. Moreover, I will tell you, if there is even a suspicion from NABU, he will also add this to his portfolio as an elite fugitive, an elite refugee, telling how they are pressuring him in Ukraine. Look, the president writes about political pressure, criminal cases are being opened against me by law enforcement agencies. Of course, the tool of extradition will then be open to us if there is suspicion. But it's not all for nothing, because if a person has the status of a political refugee, naturally, international legal norms for their protection are activated. And therefore, the only thing left for us is to ask Ukrainian diplomats to communicate with Western parties, with European countries, and explain the situation. But we perfectly understand that if there is a screenshot of Zelensky's post about pressure on the Prosecutor General\u2014Zelensky didn't write this for no reason, right\u2014then obtaining such a political status of an elite refugee will probably not even be difficult. I want to tell you more, whether there are social benefits for political refugees, so we have, you know, perhaps an ironic statement, but to the former Prosecutor General, we understand that you will never return to Ukraine. We understand that you will ask for refugee status for everything, showing [the post] by Zelensky, so have a conscience, return at least the stolen official car.<\/p>\n

I would also like to say that we expect an investigation by acting Anton Kovalsky. An investigation by the new acting Prosecutor General, Anton Kovalsky, [to see] how he will react to the following case. Because, Mr. Anton, it turned out that in the office of the Prosecutor General there are still several lovers of\u2014excuse me\u2014museums of kings; according to our investigation, a case was opened by the Disciplinary Commission of Prosecutors regarding your subordinate, the head of the department for ensuring your activity as Prosecutor General, Mr. Khudiyiv, with Cartier rings for 20 thousand dollars and Mercedes cars for 120 thousand dollars. We published all of this three months ago. The DKDP, the Disciplinary Commission of Prosecutors, reacted to this and opened a case. The case is not moving at all. We received a response from the DKDP literally two days ago. They are still checking something. Therefore, Mr. Anton Kovalsky, the best reaction from you would be to suspend him immediately, to dismiss him. Specifically, Khudiyiv, the lover of kings, from the office of the Prosecutor General, because it turns out not everyone is yet\u2014excuse me\u2014stable, cleaned.<\/p>\n

I would also like to say that we no longer have questions for the political elite, what remained on Riznytska, what remained in their unreformed law enforcement agencies\u2014and I say *their*, not *our*. Because for the third year in a row, we have been demanding the fulfillment of anti-corruption obligations toward the European Union and voting for transparent competitions for the position of Prosecutor General, the leadership of the NBR, and the leadership of the national police. We explained all of this in Brussels for two years, why it is necessary to do this. We explained this chain of corruption, which is covered by an unreformed law enforcement system. This is all being blocked. It is blocked in the law enforcement committee of parliament; there are no votes for this in the Verkhovna Rada. The Verkhovna Rada has gone on a break altogether, exempting itself from voting for three weeks now. Why not? Yesterday there was a statement by Stefanchuk that they would process all the bills that will be voted on October 13. So we are very interested in what they will vote for on October 13. Because in two days, the day after tomorrow, we are gathering more than ten embassies in Kyiv, as well as people's deputies, in Victoria. And whoever wants to can join the West. And we will speak with internationals, with representatives of the G7 embassies about finally having a transparent, honest competition in Ukraine for the position of Prosecutor General. Because we have a feeling\u2014excuse me, but it seems to us\u2014that the Verkhovna Rada has taken us hostage, because it does not vote for all these anti-corruption bills that are needed, which the EU asks for in exchange for financial support for Ukraine. For example, 15343 regarding the competition for the Prosecutor General. Simultaneously, they tell us that we have a cosmic budget deficit, that we lack money. Yes, you vote for the anti-corruption bills, because imagine\u2014I am not saying all this for no reason\u2014the European Union will give Ukraine more money for all this anti-corruption legislation. We are talking about hundreds of millions: the reform of the SBI, the National Police, expertise for NABU, an independent expert institution. All this is valued in hundreds of millions. Each bill separately as aid tranches. Imagine, but they tell us about some cosmic budget deficit and simultaneously block what the European Union asks to be voted on. Listen, as a Ukrainian\u2014I won't even say as a lawyer\u2014I feel no other way than as a hostage of simply the legislative branch of power, the parliament, which refuses to vote for what the EU asks for, leads us into a difficult winter and an absence of capital expenditures for construction, for the repair of hospitals and shelters, and tells us that we have some kind of political crisis. Just pull yourself together<\/p>\n

Next week in parliament, vote for all the bills and then the European Union will give you the checkmarks that you have fulfilled the obligations by the end of '26, and hundreds of millions of euros will come to you. Therefore, I want to say that this is simply some kind of world of distorted mirrors. We are also beginning to understand\u2014or rather, it was clear from the first day of the publication of the tapes\u2014Kravchenko, although Bankova gave him a gift in exchange for the attack on the leadership of NABU and SAPO with these shameful suspicions of Kryvonos, they gave him a gift: 10 days to prepare for flight, to erase all physical evidence, phones, erase everything, and this post, yes, yes, this is political pressure on you, Kravchenko, show the screenshot of the EU, ask for political persecution. But Kravchenko is not very smart, as it now seems to us, because in return he did not thank the government for letting him flee so easily, and he exposed, excuse me, the Bankova government of Zelenskyy lock, stock, and barrel, because he clearly said it on the tapes\u2014you can hear it, and you can actually hear it in the posts of Kravchenko himself, which he officially posted\u2014it is also unclear from which basement he posted all these posts of his, he writes there.<\/p>\n

That personally I, Volodymyr Zelenskyy, meaning, was restrained from not signing suspicions for someone, meaning he confirmed that Zelenskyy did not act within the framework of the Constitution and dictated whom he should sign suspicions for or not. I want to say that for us it remains critical. In fact, everything that happened at Bankova over the last year, we heard many interesting things on various interesting NABU tapes, and the text of the suspicion against Iryna Mudra appeared a long time ago. In the text of the suspicion, it is clearly stated that Iryna Mudra carried out an instruction to collect 150 million in bails, following the instruction, under the hidden direction of an official from Zelenskyy's office, to whom she is in material and official subordination. Of course, the name is ON. ON, ON, ON, some kind of reel. We are waiting for the NABU video, the continued publication of these tapes. Various versions are already appearing in Telegram channels. Various suggestions are appearing as to who it could be.<\/p>\n

Ukrainians, unfortunately, with everything that is happening now, are raising a very large question about the transparency of the work of the top leadership and for all anti-corruption law enforcement agencies to finally give us answers. In general, existentially, I would like to say now why, essentially, everything hurts so much for us and why so many emotions arise in view of everything that has been published over the last weeks. Few people remember this, but I separately thank 24 Channel for constantly highlighting what is happening on our front, what is happening to our defenders. It seems to me that when 24 Channel is turned on, you probably broadcast the real state of affairs in the war more than anyone else.<\/p>\n

And I want to say that corruption is not just for nothing. In the sense that few people remember, but [look at] Putin's open address on February 23. I remember it very well. And Putin\u2014attention, this is simply mind-blowing. Perhaps we were all in shock from the attack then and few noticed, but now, attention, in his address on February 23, Putin spoke about one of the reasons why a full-scale invasion of Ukraine had to take place: the work of anti-corruption agencies in Ukraine. He said that they are foreign agents. He named NABU. He named NAPC. I am not joking now, you can open this February 23 address of Putin. And he said that in Ukraine, meaning, there are foreign agents, there are NABU, NAPC. And this must be fought. Corruption is one of the reasons, essentially, for the full-scale invasion as well, because Russia was climbing into a corrupt environment that is very familiar to it. And the fight against corruption, the implementation of reforms\u2014this is our approximation to the West and our distancing from Russia, our distancing from the enemy. Listen,<\/p>\n<\/div>\n

You know what, I want to tell you now, the situation is very serious. And it is no longer just statements by some anti-corruption activists, some other videos they published, some anti-corruption law enforcement body\u2014no. This is an existential disaster and a question of survival. Either the Verkhovna Rada urgently pulls itself together, the remnants of this Verkhovna Rada pull themselves together, or the president rallies them, if he still cares about this country. They gather and, by autumn, vote on all the anti-corruption bills required by the European Union. We put green checkmarks for the European Union, showing that we are fulfilling your obligations, rather than just saying "give, give, give us money." And in this way, we demonstrate that we want to get closer to the West. Because right now, I don't understand what we are demonstrating.<\/p>\n

When, for example, the last time I was in Brussels four months ago\u2014of course, I will not name the person from the European Commission department\u2014but they tell us: if you do not vote on all anti-corruption bills this year and by mid-2027, if you do not carry out anti-corruption reforms, we will write off your European integration in our minds, as to whether you even plan to join the European Union someday.<\/p>\n

If things are like this, if we have a government\u2014two days ago I was present at an anti-corruption committee meeting where a bill was considered, where the Ministry of Justice was present, in the Verkhovna Rada committees regarding an independent expert institution for NABU. I am simply in shock, because there is a requirement from the European Union that we need to create an independent expert institution for NABU. The European Union will give us hundreds of millions for this, imagine that. And MPs Radina and Zheleznyak presented their bill 15569. It is about having an independent expert institution so that law enforcement agencies can apply for expertise, whether for voice or fingerprints, well, so that it doesn't all drag on indefinitely.<\/p>\n

To which the Ministry of Justice came and said, "we don't care about your bill, all the deadlines for submission according to the MOXS are passing, so we will prepare our own," and "we want this institution to work for the SBI, for the so-called SBI, and for the SBI." And generally, the key thing is, they want this not to be considered in the anti-corruption committee. Why? Because they want to push this bill through the law enforcement committee, where Mr. Bulzhanskyi\u2014to whom journalists say "Slava Ukraini" in a live broadcast and he doesn't know how to respond, he doesn't know that in Ukraine there is the response "Heroiam Slava," he starts mumbling something and talks about foreign agents here as well, and about how we cannot hold certain competitions for law enforcement officers.<\/p>\n

And all this is being told by an official of the Ministry of Justice, Ms. Liudmyla Kravchenko, who was dismissed due to a criminal case for embezzlement in procurement, and she was brought back to work at the Ministry of Justice by Halushchenko, the Minister of Justice. And I am just sitting there, present in all of this, and I am a witness to such a "wonderful" meeting in the Verkhovna Rada committees, where the Ministry of Justice is actually blocking an anti-corruption bill that the European Union is asking to be voted on urgently.<\/p>\n

Look, so if we are already talking like this, if the situation is already like this, well, then we are waiting, I don't know, for statements from the leadership of the Verkhovna Rada, from… We have already heard about the cosmic deficit, so let the parliament director Parakhamia come out and say that we refuse to vote on all the anti-corruption reforms requested by the European Union before this winter; yes, you Ukrainians will not receive hundreds of millions of euros for this\u2014euros, hundreds of millions of euros\u2014we have a large budget deficit, the military, well, whatever, your salary is 25 thousand hryvnias, that is absolutely your problem.<\/p>\n<\/div>\n

Well, it is a great pity, because a whole series of factors are overlapping: these are the investigations by anti-corruption bodies, the harsh winter ahead, these so-called holidays for people's deputies for almost a month during such a difficult period, and insufficient reactions from Bankova to all the events taking place, specifically with the office of the Prosecutor General and former Prosecutor General Kravchenko.
